Seaman Surratt, assigned to the USS Oklahoma, was killed Dec. 7, 1941 in Pearl Harbor, Hawaii. In 2017, his remains were identified by the Department of Defense. His name is permanently engraved in the Courts of the Missing at the Honolulu memorial.
