Colonel Ragland was a member of the 497th Tactical Fighter Squadron, Ubon Airfield, Thailand. On May 31, 1966, he was the bombardier/navigator of a McDonnell Douglas Phantom II Fighter (F-4C) on a diversionary flight so that bombers could attack the Thanh Hoa Railroad and Highway Bridge three miles north of Thanh Hoa, Annam Province, North Vietnam. During this diversion, his aircraft was hit and crashed. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
