Chief Warrant Officer, Third Class Phipps was a member of Troop C, 7th Squadron, 17th Cavalry Regiment. On January 9, 1968, he was the aircraft commander of a Bell Huey Utility Helicopter (UH-1C) on a gunship-cover mission about 20 miles west of Tam Ky, Quang Tin Province, South Vietnam, when the aircraft was hit by ground fire, crashed and burned.
CWO3C Phipps remains have been recovered and identified in 2014. His name is permanently inscribed on the Vietnam Courts of the Missing at the Honolulu Memorial.
