Commander Monroe was a member of Reconnaissance Heavy Attack Squadron 11, Carrier Air Wing 11 aboard the Aircraft Carrier USS KITTY HAWK (CVA-63). On May 18, 1968, he was the pilot of a North American Vigilante Fighter (RA-5C) on a reconnaissance mission over North Vietnam when over Vinh Son his aircraft was hit by anti-aircraft fire, burst into flames and crashed. His remains were recovered on August 23, 1978 and identified on September 11, 1978. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
