Lieutenant Klugg was a member of Light Photographic Reconnaissance Squadron 63 aboard the aircraft carrier USS ORISKANY (CVA-34). On November 14, 1970, he was the pilot of a Vought Crusader Reconnaissance Fighter (RF-8A) preparing to launch on a mission. The aircraft's right tire blew and the starboard main landing gear collapsed causing the aircraft to skid off the end of the carrier. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
