Major Huggins was a member of the 12th Tactical Reconnaissance Squadron. On June 4, 1970, he was the navigator of a McDonnell Phantom II Reconnaissance Fighter (RF-4C) on a mission over Phuoc Long Province, South Vietnam, when his aircraft crashed. His remains were recovered on March 17, 1995 and identified on September 26, 1997. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
