Lieutenant Carter, U.S. Naval Reserve, was a member of Attack Squadron 164, Carrier Air Wing 21 aboard the Aircraft Carrier USS HANCOCK (CVA-19). On January 26, 1971, he was the pilot of a Douglas Attack Aircraft Skyhawk (A-4F) over North Vietnam when the aircraft crashed. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
