First Lieutenant Phelps was a veteran of World War II. During the Korean War, he was a member of the 7th Radar Calibration Squadron at Griffiss Air Force Base, Rome New York. In December, 1951 he was the instrument pilot of a B-29 "Superfortress" bomber, based at Griffis Air Force Base, Rome, New York. His aircraft was returning from Minneapolis, Minnesota, when it developed engine trouble, and the crew was forced to bail out. He delayed departure to insure the aircraft missed developed areas near Selfridge Air Base, Michigan. When he bailed out his parachute failed to open fully and he was killed.
